Hello My Right Honourable Chum, I haven't checked for alternative spelling but in UK English - not sure about Plimsole. Is that right?

Yes, I think that should be “plimsoll”, but it doesn’t spoil the grid, which is challenging but fair.

The phrasing confused me, too, but so think it just means “can be preceded by free”.
